I've found a Savage 6.5 CR Heavy Barrel $500
I'm looking for whether its a good price and a reasonable rifle in this configuration?
I'm thinking range and hunting.

The axis has a proven record for shooting well. The 6.5 has a long standing on game.
If you confident that a 6.5 will do what you want then go for it. Its a decent price
 
That will likely out shoot rifles twice or three times its cost, but, it will likely leave a bit to be desired in terms of handling and machining. For $500 that is probably good value, but it will still be a $500 quality/manufacturing rifle in your hands, buy it/try it, if you like it keep it, if not pass it on.

I'd go with an EGW rail and a vortex strike eagle 4-24x50 for that thing.
 
I've always been partial to the Axis, decent rifle for the money. However, the 12 FV is a pretty decent deal to if you want to do a build/play with it(if you can live with the blind magazine). The major thing the Axis HB will have is okish detachable magazines, and it will come with a scope. If I remember correctly the heavy barrel models even came equipped with a rail.
