Savage Bolt

Like Tiraq pointed out, the front action screw may be protruding into the area where the lugs on the front of the bolt recess into the action. Try backing off that front screw and see if the bolt will now close. You may need to remove the bolt and grind a little off the tip.

Or is this only a problem with a cartridge chambered?
 
If the front action screw is fouling the bolt, the screw will need to be shortened.
If the bolt won't close when a cartridge is being loaded, the ejector may be seized.
 
Try some different ammo if the problem is with a loaded chamber....could be as simple as a headspace issue with the current brand/reload you are using.

If it's an empty chamber....some good advice above.
