Savage Mk.II Extraction Issues

I have a project rifle on the go using a Shilen match barrel for a 77/22 installed into a Savage Mk.II receiver. I have not shot it yet, but have been testing function a bit. The chamber is very tight and engraves the lands 0.060"+ with every brand/type of ammo I have tried in the chamber. The problem with this is that the extractors won't pull a live round back out of the chamber. I have also tried some random pieces of fired .22LR brass and it jams tight in the chamber as well, with the extractors unable to clear that either. I figure that will work OK once the brass is actually fired in this chamber, but the live round issue is not going away. I don't want to have to carry a cleaning rod with me all the time in case of a misfire or a need to clear the chamber.

Is there anything I can do to increase the tension or bite of the extractors to get a live round clear?
