Heres one for you guys. I've got a Savage with their built in muzzle-break and its jammed in the "open/break on" position. I can't even budge it with a pair of vice grips on it. Now my question is this, is there a chemical or process out there that would get rid of whatever is in there. I'm guessing its burnt powder. I've tried soaking the break in varsol and parts cleaners. Any help would be greatly appreciated.

You could try tapping it with a brass drift, being careful not to damage the muzzle. I cringe at words like vise-grips and rifles in the same sentence, if the problem is not solved easily, perhaps a visit to a gunsmith is the best recourse.
Believe me, I didn't like taking the vice grips to it as well. I've tried soaking it for a couple of hours but maybe I'll try it for a day or more. I went to Wholesale Sports and they suggested some potent shotgun cleaner. They figure its carbon build up and the stuff they sold me is supposed to be the best. Its a carbon/copper remover. I'll try that and see how it works.

WD40 won't do much. If it's powder residue causing the problem, a soak in Hoppes or other gun cleaner might help. If it's rust or corrosion then you need a real penetrating fluid (which WD40 is NOT).
If you have nothing but visegrips, try using a small piece of leather or denim between the jaws and the metal to save the finish. I you still have trouble - take it to a gunsmith BEFORE you damage something. The first rule of gunsmithing is: don't make it worse than it already is.
