Yes, a Dremel or...not sure if you could get in there directly with a tiny left hand drill bit, but if you could, maybe you could get the thing to spin out. (LH drill bit makng a RH threaded screw thread out when it catches)

Wow, what the hell. Honestly looks like a hole that was drilled and then filled and dremeled, Head cut off and peened on the outside to look flat.
The stock also looks like it has been set up for target shooing with the dowels.
