Anybody here know for sure if a stock from a Model 12BVSS could be used on a Short action Stevens 200 ?

If the screw spacing is the same, yes. The new centerfeed short actions have a 4.40" ctc spacing and the older short action staggerfeeds were 4.275" ctc. The long actions are the same regardless of mag style, 5.062"
If you know both rifles are staggered feed mags then yes the stocks will fit each other, same thing if both are centerfeed.
