The ST-22 comes with a complete charging handle assembly.And the need for a charging handle/guide rod assembly for the C-71 when assembling it where the ST-22 has the charging handle built in.
I haven't seen the interior of the ST-22 receiver though, is there a guide rod and spring that's already installed aswell?

Few weeks. Our receivers are also compatible with Ruger, Faxon, Kidd, and Volquartsen bolts.Does SBI have any ETA on when you will have more bolts in stock? It doesn't matter if we go ST-22 or C-71, neither will fire without a bolt.
If you're talking about a completely assembled ST-22 rifle vs a complete C-71 rifle than yes essentially the receiver is the only difference if you put it together with the same parts but again the C-71 would require a charging handle assembly and the ST-22 has it built in.So essentially the only difference between the ST-22 and the C-71 is the receiver?
You'll need a non-folding stock or compensator to meet OAL requirements most likely.I'm planning a G3 / C-71 build and am having difficulty figuring out how much the receiver/chassis adds to the OAL. I'm going to be using a 16.1" barrel so I suspect a folding stock might not be an option...
