Scope elevation to zero

Question was asked to me. Vortex Razor HD ona Savage 10, he ends up using 30 of the 36 mils to zero. I tell him something has to wrong. I have not seen the rifle but he is positive it is on a 0 moa rail. He is using Vortex Match rings and has a scope height of 2". Has anyone heard or had any experience having to dial over a 100 moa just to zero? Thanks
 
Yes I had a Savage 10 that was impossible to zero. If I recall correctly my scopes were bottomed out before I could sight in.
I’m pretty sure it was the threading on receiver that was horrendously crooked. It looked like I cut the threads drunk with hand tools.
 
I recall , there was an issue with a few Savage 10TRs,barrel out of alignment or something of that nature.
This was maybe 2 or 3 years ago.

Also,just to be sure,maybe turn the rail around?

X2. Check that the rail is not backwards. I watched 2 folks at the range sighting in a new Razor and messing with the zero stop. Feet off target at 100 and dialing the wrong way constantly. 1 supposed expert giving absolutely unsound directions to the owner, who was so “thankful” for the help. I’ve gotten distracted and confused a couple times myself, so it pays to think it out, sometimes with a sketch, just like a word problem in school.
 
Wouldn't putting the scope on a mirror and aligning the super imposed crosshairs, center it up?

Then by counting the clicks from center to max and min.
Should tell you if it's a scope problem.

Yup. It’s crappy because my 8 year old Savage 110 is excellent. Paid 450$ new, put a pile of rounds through it, rebarreled it in 7/08, and put a pile more ammo through it. It’s been used for hunting and drug all over nasty terrain. Never had a single issue.

A new 10TR had receiver threading that was garbage.
 
Seen that recalled model rifle personally.
No matter what rail you put on, the barrel was wack out of alignment and impossible to zero...
 
It could be literally millions of things that went wrong during the install.
Maybe the barrel is bent? When you say zero you didn't specify the distance.
Is it the first zero or the second zero? Is your bore axis parallel and centered to the scope axis. If it is not it doesn't matter still as long as you know to which side you need to cant the rifle during shooting.
