+1 for the Burris Signature nylon bushing rings. As a bonus, you can get offset insert kits to give you about 30moa elevation (memory serving... it's been years) They are very good rings, hold well and do not scratch the scope tube.
If your bases are out that much, there is something wrong. Shim if you like, I'd toss them. As to that scope: I tried sighting a rifle for someone, and bought a rifle years ago and both had Tasco scopes... Both times I was chasing zeros... garbage. Take it apart and use the lenses as magnifying glasses... scrap metal bin for the rest.
