Quality rings are machined in pairs on multi axis high end lathes and mills. Like life, you get what you pay for. Buy once and cry once. Ive had tubes scratched just from putting the top ring cap on.
Not all gunsmiths are created equal. There are some that are no more qualified than someone that watches YouTube.
Even quality can mess up, rings can be in spec, the tube may not. Or have a tough thick coating.
