Scope sighted too high or gun shooting too low?

I've just mounted a Nikon scope on my Mini 14. When I took it to the range for a 25 yd zero, my first group was 4--1/2" low.
In order to have my POA coincide with my POI I needed to go up 72 clicks, but by the time I got there my elevation drum had topped out.

I've successfully mounted lots of scopes, but this has me baffled. I've made sure the (included) Ruger rings are of equal height.
I checked their alignment with my Wheeler alignment bars. I even lapped the tops and bottom halves of the rings. My bubbles tell me the bore and the scope tube are level. When I snap on my Bushnell magnetic boresighter it shows the same result as I'm getting at the range--the scope's cross hairs are far above the centre of the boresighter's grid.
I feel like I must be overlooking something, but I don't know what...

BTWs:
--The boresighter agrees with the zeros of my other rifles so I have no worries about its reliability.
-- The Ruger shoots true to its iron sights, it's just the scope that's not on.


Anybody know what I've missed??
 
If you zero at 25 yards, you will be over 4" high at 100 yards. That said, I would check the scope on another rifle to ensure that it is not the issue.

If not the scope, then the scope is mounted with the front too low and the back too high. Does the Mini-14 have the receiver machined to accept Ruger rings like the M77? If so, are they real Ruger rings of the correct type?

You may need to use a shim to correct the low front mount. If it uses screw on bases then add a shim between the front base and the receiver to correct. If the rings attach directly to the receiver, you can try a taller front ring or a shorter rear ring to correct (Ruger make them in lots of different heights). You can also try a shim between the bottom of the scope and bottom of the front ring if all else fails.

the first thing I would do is switch the rings around front on the back and back on the front ,thy may be just a little bit of difference in the height of the rings ,,cheap and worth a try before spending cash ,if that does not work you can go to your local gun shop and buy a ring that is a little lower then one you have and try that ,,Dutch
