1/8 MOA clicks means twice as many clicks to go through over a 1/4 MOA scope for any given adjustment (2" up is 16 clicks on a 1/8MOA scope vs. 8 clicks on a 1/4MOA scope). Whether that's good or bad is up to you, but if the scope has only, say, 60 clicks from centre, the 1/4 MOA scope has double the range of the 1/8 MOA scope, but the 1/8 MOA scope will be more precise. It's a trade off.
Of course, you could always get yourself a +20 MOA base, which would make the adjustment range a moot point, if you shoot exclusively at long ranges.
Try and look through every scope you're considering under every condition you'd shoot in. Pick the one that performs best to your eyes, regardless of its reputation, or its printed specs. (Just don't buy a Tasco.. unless it's a Titan.. then I might forgive you)
Nobody except maybe your optometrist can tell you what you'll see, so get out there and judge them for yourself, and don't base your desicion on what you see through them in the store.. take them outside if you can.
