I've read my share of Col. Cooper, one reason he origionaly wanted a bolt action is so the rifleman must aim at his target, instead of rapid firing or spray and pray, that is the job of the Squad Machinegunner. Cooper was very dissastisfied with the current marksmenship levels in the Forces, and the current trend in all armys to equip soldiers with rapids to simply put rounds down range, phillisophically speaking he wanted to return to the soldier as rifleman, pick your target quickly, kill him with one shot, and continue....and bolt actions are generally easier to field maintain, lighter, he aslo favoured the .308 beacause the 30-06 is bigger than you need and the .223 is too small, heck if someone dissagrees just read Coopers books.
