What the L is up with this "you must wait 30 seconds before searching again" nonsense?

Is this actually protecting someone / thing or is it just another gd ploy to encourage paying to be a full access member here?

It's not a "gd" ploy, since there are no paying members, the site is free. The restriction is in place to help keep the servers from becoming over burdened with search requests.
