get the temporary permit, it takes 2 minutes to get one, you just need to find the right contacts within your CFO. I usually contact them directly by email, and leave a message in their answering machine being both times very specific with my request, I leave my full name as in my pal, what I am buying, my transfer #, and when will I intending to get that done. I cannot arrange my schedule around a stupid temporary piece of paper, and as long as I give them enough notice it should not be a problem and it has not been in the last 20 transfers I have done this way. I usually get my temporary tranfer auth in minutes.
It all depends on how you think about it. Yes, it is a pain in the a$$ to do it but gotta find ways around it to live with it, you will find that if you do it this way, you will also get to know the people working at the CFO and further transfers will get easier and easier for you. Once you get an email from them, you can just keep using that as your contact person, there is only one person dealing with this issues at the CFO (usually). Get her/his email and you are all set. The reason why I leave a message a day before is so 'just in case' and by doing this they have no excuse to not give me a temporary transfer in time.
