Dear Speaker Housakos and Speaker Scheer:
Subject: Security on Parliament Hill
I am writing to you to express my concern about the security measures implemented on the Hill in the wake of the events of October 22, 2014.
(very benign opening statement. No alarm bells yet)
Every time I enter the Senate Chamber, I see two armed police officers at the door, one with a handgun and one with an automatic firearm.
(very astute powers of observation. I'm glad they stand out. However, are you sure it's automatic?)
I must admit that this does not make me feel safe. On the contrary, I am frightened by the thought that a police officer armed with an automatic weapon could shoot it on the Hill.
(armed police officers do not make you feel safe? Really? I suggest you stop thinking frightening thoughts. Most people would feel otherwise by knowing that a police officer had a firearm and would use it in the defense of himself and others)
How many innocent victims would pay with their lives for this so-called security measure?
(Why do you think that innocent victims are being shot by police on Parliament Hill? What do you mean by "so-called".)
In my opinion, it is a serious mistake to arm police officers with these weapons. No matter what, the first victims of an attack will probably be police officers, because people who wish to do harm do not give advance notice.
(Well your opinion is noted. You will not ever be in charge of security on the Hill. If an attacker DOES give notice, does this mean they will shoot civilians first? They only attack the police when they give no notice? You did not make any sense with that remark.)
Security that relies on firepower has proven to be ineffective, and millions of Americans have paid the price for this false assumption with their lives.
(security that doesn't rely on firepower is reserved for concerts and malls. Why are you referencing Americans? Have more than a million Americans died due to Canadian security measures?)
I remind you of the incident of October 22, when the intruder—not a terrorist—was shot by Sergeant-at-Arms Kevin Vickers, in full view of the many RCMP officers stationed on the Hill.
(Thank you for the reminder. We completely forgot about that little fracas. Are you saying Kevin Vickers should be arrested? Are you saying that since the RCMP didn't shoot the "intruder" that maybe they don't need guns afterall?)
I would ask that you stop endorsing violence by having heavily armed police officers on site at all times.
(I am not sure what you consider "heavily armed" but this show of force is meant to dissuade violence.)
Even in the United States, visitors, members of the House of Representatives and Senators are not welcomed to Congress by armed guards like this.
(When is the last time an armed gunman killed a member of their military on their streets and ran into those buildings, shooting?)
We all know that the firearms lobby has undue influence with the government but, going forward, I would like to see decisions affecting Hill security being made based on scientific proof and remaining within the limits of the powers granted to you.
(Really? We have undue influence? The approx 2 million law-abiding firearms owners in Canada are wishing we had ANY influence. For now, let's use facts, as security isn't really a "scientific" endeavour, per se. The events of 22 Oct 14 proved there was a lapse in security and Parliament was in danger. A gun in the hands of a person acting in a security role prevented other lives from being taken.)I would appreciate any explanations you can give me about the security measures currently in place and about your commitment to review this policy shortly.
(I would appreciate a lot of things. I don't expect any of them any time soon. Hopefully you were told to mind your own business and go back to trying to ruin politics and leave the security work to the professionals)
Yours respectfully,
The Hon. Céline Hervieux-Payette, P.C.
