Shameful topic, my 223 brass got stuck

Yep, just went through this with a 308 case.
Loosen that top nut.. but use a brass hammer to tap that decapper.. otherwise you could pien/flare the end

U need enough lube.. but not too much or youll gent dents
 
If it's proving stubborn and you feel like you might damage your decapping pin, remove the pin and nut and use an appropriate sized rod or bolt instead to tap it out. I also highly recommend a lube pad as it generally guarantees an appropriate amount of lube when you roll a case on it.
 
One thing to watch if you are using range brass you just picked up is for fluting on the brass. I cleaned up our range and there was a bunch of fluted brass. Had to watch carefully because even lubed it would jam in the resizing die.
Like others have said just loosen the nut and tap it out using the decapping pin with a brass hammer. FYI the tapping MIGHT have to turn into a few good whacks if it is fluted brass.
