Shipping inert rounds from the states

I purchased .30 carbine snap caps from Brownells because I couldn't find them anywhere here. They shipped them with no problems but in the end they were pretty expensive.
 
Inert rounds with actual useable brass? ammo components are ITAR regulated so there would technically be isseus with that... things that LOOK like ammo would not (like the SnapCaps mentioned above)
 
I will be sure to ask if they have holes drilled in the brass, from the pictures I've seen the bullets are shaped steel not the real deal. If the brass is rendered unusable and the actual bullets are just steel models would these make it across?
 
If it comes through Canada Post and they deem it ammunition it won't get through. The definition of ammunition is not clearly defined. When I was in Ontario replica ammunition including airsoft accessories, toys, replicas and scale models were seized.
