Shipping M14 Mounts to US??

I know that Smith Enterprises won't ship to Canada, but is that just to avoid any hassle or because the parts were not allowed?

I have an america buyer who wants both my Smith Mounts, but am not sure if I can ship them over there without paperwork. I mean they really aren't M14 parts, but acessories.

Obviously I won't if it's not permitted.

Can anyone offer any info?
