Shipping Primers or Smokeless Powder

I've tried searching for specifics on how these items must be shipped, or by what carrier, but have come up empty.
I have someone who wants to ship these items to me (private sale).
What do I tell the guy?

I've received primers and powder through UPS and DHL.
