I have taken a couple shots on bedded game with my bow... I harvested them both... But I took my time studying the body posture because it is tricky when they are laying down... In both cases I got the arrow through the lungs. On the deer pictured (from the angle of the camera) I would say there is no clear high percentage shot and waiting was the right thing to do.

Nobody mentioned it so far, but looking at the pic, it seems a double front shoulder shot is possible, or at least a sold base of the neck/shoulder shot. You'd be close to the dirt in the foreground, but with most deer cartridges capable of less-than-perfect angle shots (like the 270 wsm), it's a solid solid kill shot. And the target is not that small.
If I had that view, and a good solid rest, I'd say there's a 99% chance that deer would be dead on the shot.
It is always hard to tell from a pic though, and if you decided not to take the shot, based on all the little factors that presented themselves right there in the field, then that was probably the right choice.

That screen of bush could make for a #### show.

I have taken a number of animals that were bedded over the years.
I have also waited out several, just as you did. Circumstances dictate.
Last year's muley I took in his bed, but the shot was right around 120 yards,
The rest was steady, and he was totally unaware. [looked like he planned to stay awhile.]
My 260, with a 125 Partition, severed his neck right at the base of his skull.
This rifle is a ¾moa rifle, so not hard to place that shot where I wanted.
