Shorten PAL Approval Times

Hey guys. First time applicant for PAL/RPAL, in Ontario. Timeline as follows:

April 8,9,10/2016 Course completion PAL/RPAL
April 21/2016 Course results received from CFO
April 28/2016 Application received, and signed for, in Miramichi, via registered mail.
May 16/2016 Application appears online, and states that initial processing complete, status in progress. CC also charged.
May 18/2016 I called to verify that there are no errors on application. Told no, and to have one reference call in.
May 26/2016 Approved at 1:00am!

And the wait continues... Hope it goes smooth. I put a down payment on a Walther PPQ 9mm.
28 days, from received to approved. I only called once, 2 days after it appeared online to check for reference call, which they said to have one call.
 
Checked at 10:50pm, application approved! First time applicant for PAL/RPAL, in BC. Timeline as follows:

May 25/2016 Approved before 10:50pm!
 
Is anyone from AB waiting on their card?
My status was updated 2 weeks ago online to issued but have yet to receive it.

Oh no.... Im from alberta and said ISSUED on Wednesday.... so hoping it arrives next week. But it says on the site to call after 2 weeks. Canada post does suck and they know that which is why they ask for you to contact if its been 14 days.

They print the cards on Fridays only- I got mine the Friday after it was approved. Now the fun part begins- got to get a range membership and then when you buy a new firearm, they have to re- issue a new RPAL card with your ATT and conditions attached and then you have to wait for the actual registration cards to arrive - and the reg cards only get printed on Thursdays and put in the mail on Fridays.... I've learned this the hard way. Miramichi has now "forgotten" to print my registration cards for my two purchases two weeks in a row. I've now been told to expect my reg cards the second week of June .... For purchases I made on May 5th!!! FML :/

Can you not get them to email you a copy of the ATT so you can at least go shooting? Cause my instructor has all his ATT's but he did have them from before they changed ATT to be on your card.

No, unfortunately. The ATT. Now electronically attached to your RPAL. If you notice on your original card, your number ends with .0001. This means it's the first iteration of your card- no special conditions attached. The paper that your fist card is attached to will have a section at the bottom that states ' remove bottom portion and retain on you at all times to surrender to a peace officer when requested'. This will be blank and have no conditions, since you don't own a firearm yet, and don't have anything to transport. When you make your first purchase or receive your first firearm, a transfer gets submitted to the CFO. Once the transfer is approved, the CFO system now shows you as the owner of a firearm, and you have a range to transport to.

In my instance it went like this:
-RPAL approved 4/28, printed & mailed 4/29
-Received RPAL in mail 5/06- RPAL number was #********.0001 because I had no firearms registered to me and no gun club to transport them to.
- Got my range membership on 5/06 and the club faxed off my paperwork to the CFO that Friday. I also made my first purchase that day as well and the notice of transfer was submitted to the CFO.
- made another online purchase the following Monday, 5/09- transfer notice was sent to CFO that day as well
- Called CFO Thursday, 5/12 to see if all was in order. I was put on hold for 5 minutes and then they approved both my transfers over the phone, issued my Short term ATT via email (so I could at least pick up my purchase and bring it home/ pick up my online purchases at the Post office and bring them home as well) and issued my new RPAL card with ATT conditions attached. But this is where they 'forgot' to print my permanent Registration cards ( The official ones on the fancy paper and watermarks, etc that you MUST have to actually leave the house with your firearms)
- Recieved my new RPAL, with new number (#********.0002). The attached paper, on the bottom 1/3 now had all of the transportation conditions attached- ie: allowed to transfer to range, gunsmith, border crossing, etc. (Note- make sure you retrain this part of the paper in your wallet- talked to a LEO today in Edmonton whom said that they're cracking down on this stuff). I called in to CFO same day to enquire as to where my Registration cards were. Was put on hold and a few minutes later told 'Oops- the didn't get sent for printing, we'll send them today and you'll get them next week'. (today)
- Called again today 5/26 because the Registration cards had still not arrived, got told AGAIN that they had not been sent off to be printed (FML!). Asked why they were not printed and sent with my new RPAL, and they said 'The Registration cards are printed at a different facility- they get printed on Thursdays only and sent out on Fridays' and then the lady- who was nice enough and was quite empathetic and apologetic about the whole situation- told me she had confirmed that they were with the off- site printer and they would be in the mail on Friday, and to expect them by June 10th at the latest.

.... So now I wait :(

Why would you need your ATT before you have your firearm. How did you get a firearm without a license? I've been told by the CFO however that once the transfer is complete you don't need to wait for your new paperwork, it's all stored electronically so if you had an issue with the police they would just scan the card and see your conditions

Ya i heard the same thing. Though yes having the card with the 0002 ect... is faster and easier but instead of waiting its all in the system as long as you verifyed its been approved... This is what i heard.
 
Wow, it sure is a drawn out process but hey, are we really in that much of a rush to shoot?

I can still wait a little bit, helps me save up more and get even more toys in when I make my initial purchase. I've been visiting Phoenix and P & D every now and again as well as the bigger stores and man, with every visit, there's always something I want to add to my first purchase :p. All in good time.

Thinking of going Smith and Wesson SW22 for my 22 Pistol. Smith and Wesson Model 27 for my Revolver (357 Mag are almost 50% the price of a 44 Mag so figured i could shoot alot more with the Model 27). And then the H&K USP Expert in 45 Calibre so my nice semi target shooting :D So much to buy....... lol

My CFRSC and Bill 9 courses got delayed due to lack of participants, so I will not be able to send everything until late June/July. Will the form being signed way back in April make a difference? I haven't read anything about date gaps in signatures so I doubt it's an issue, I'm sure as long as the reference is still available it doesn't matter.

Also here's a fun fact for future applicants: Summer time is a pretty good time to send in your application. Usually this is the high traffic season everyone wants to get their license, so the RCMP will hasten their procedures and may skip contacting your references. Mind you, my only evidence is anecdotal; a number of my friends received their RPALs without having their contacts called during the Summer season. My contacts were also not called during summer for my PAL application, too.

Well for me for my RPAL they just contacted one of my 2 reference and skipped my wife and I. So only 1 phone call with 2 questions and my reference is the one that called in so super fast and easy....

Forget the .22 pistol, just hit the 9mm or 40 for the semi auto ;).

Mine came in today, on the 15th day inc the day it was sent, or 18th day including the day my status was updated to issued. Total of 8 weeks for a RPAL license and considering I'm not a Citizen but a Permanent Resident. Not bad considering some other peoples time lines :p.

Well, days off this weekend, looks like it'll be an expensive one :D

On 30 May I got bored with seeing the application still processing, so I rang them. They'd left a message with on of my references to call them. I told them he's away on business at the moment, so they suggested that my second reference call them.
Second reference calls them later that day.
I check the supplication status tonight ( 31st May ) and its showing as processed and the license has been issued!!!

Lets just hope they don't take long to print the license.

Liscences are mailed every friday. So the time it takes snail mail from their to your place as of this Friday will be how long it will take.
