Shorten PAL Approval Times

Application for PAL/Restricted was received by them on Feb 22nd.
It showed up online about 3 weeks later. I called in, they asked a bunch of contact info. I was never interviewed. Reference called in same day.
Status changed to in progress next day.
License issued April 5th (45 days after they received it)

I should note that I answered Yes to the question about seeking medical help for alcohol addiction. I included a letter from my addictions councilor explaining that I have been sober for over a year, and that she thinks I should own as many guns as I want. Thought about fibbing, glad I didn't. The system works?
 
Feb 21: Sent Restricted App with photo and Course test copies from Manitoba
Feb 28: Received by RCMP
Mar 29: Application showed up online. Called RCMP and was told to have one reference call in.
Mar 30: Reference called in. Application updated online to issued.
Apr 7: License card arrived.
 
One of my references has attempted to call in a couple of times and was put on hold for so long that they could not wait any longer. Is anyone else having this issue?
 
My on-going timeline:

March 13th - Mailed
March 17th - Arrived
March 21st - Called, was advised to wait 45 days for the application to appear online
April 12th - Application in Progress

Now the application has moved forward. It would have been 4 weeks from arrival to in progress on Friday.
