Shortest "legal" break action

I don't understand why this is restricted and the Ranch Hand/Mares Leg isn't.

it is my understanding that a pistol grip shotgun under 26 inches is according to the rcmp it may be deemed a handgun . as for the mares leg the fact that it has an abbreviated stock and does not have a pistol grip lets it be classified as unrestricted . i believe there was also some controversy that the receivers of the rossi may have been used for a handgun but do not quote me as i may be mistaken .
 
Thanks for the update huntsman! I will be taking my single shot warrior out to the range for the first time this Sunday and will definitely keep an eye on the forestock. I'm surprised it just slid off without the force of a shot going off though. Hope they aren't all like that!

Just a quick follow up, fired a couple SCORE slugs through my 12ga 16'' single shot Warrior without any issues. Kicks like a mule though :)

I sort of understand. What about a birds head grip? Could you have a short shotgun with one of those?
