When you say eye relief is low, do you mean that you see too little of the "vent rail" and not enough of the bead?
I would think that ideally as you look down the rib, it should vanish into nothing as your line of sigh becomes perfectly parallel to it. The bead should then be completely visible.
If indeed your line of sight is too low, then it means that your cheek weld is too low. A shorter stock may help as your cheek tends to ride a shorter stock higher/closer to the front, but as we don't know your dimensions, nor your stance it is difficult to say. You shouldn't be cramming your neck, as it should just require a #### to the side and no straining forward or back.
If you've already got a good fairly squarish stance, you may want to look at a shorter stock, or adding a cheek pad or getting an adjustable comb.
