I have made and used shotshell ammo in 38/357 and 44 using the Speer plastic cups. You need the cup to get the shot column longer by extending it well past the case mouth.
My experience with shot density on target is different than Sunray's. I started low and worked the load up, shooting patterns at 5 yards. The pattern was good up to a point and then went to hell.
So, work up and find the limit before the pattern blows apart. With my 38/357 and 44 good loads, the pellets had enough power to blow through both sides of an empty 48 ounce steel juice can.
My only "live" use of this ammo was one shot on a feral cat. It never came back....
I don't see how you could get enough shot into a 30 cal Tok to be useful. And if you drop the shot charge below the shoulder, you will have problem seating a card wad. The small amount of fast powder you would use would make more room for shot, but there would be an obstruction issue getting through the constricted shoulder.
A 9mm Tok would be better. Try a 38 shot cup in it.
