Shotgun ID, who makes this????

Shotgun? I doubt it friend. To my own eyes that is a TOZ-8 single shot 22 LR chambered rifle, probably from the USSR era. With a squashed (modified) trigger guard I think.

Have you physically handled it, or is it just some internet stranger's picture I suspect?

You are right on a couple points. No, I have not handled the rifle, however I know the gent who has it. He is not a scammer nor a fool. It is a 12g.
When I google TOZ8 .22 the pics are not similar.
Can you show me a pic of a TOZ8 in .22 that looks the same?

Nope, but I stand by my previous post with just one disclaimer. It could be some kind of bubba conversion of rimfire rifle to some kind of a shotgun. The only thing safe to shoot would be a rimfire smoothbore IMO. To me it's of certainly only of rimfire heritage strength of the action, and I would avoid it at all costs, if it's some kind of home gunsmith conversion to a more powerful cartridge.

PS: To my own eyes that barrel appears to be the outside diameter of a 12 gauge shotshell from the get go.

You'd need a better picture and all the markings it has for any good info. Barrel does look kind of thin to be a 12 guage.

There were gallery shotguns based on 22 LR rimfire cartridges in the past sunray. I was merely giving him complete benefit of doubt if someone strangely felt compelled to convert a rimfire rifle to merely a smoothbore version with a rimfire shotshell on a similar cartridge. However minutely small a chance.

Rimfire to centrefire conversion on merely a rimfire strength action is a fool's errand, and hardly a hot topic on the internet.

I noticed the same thing. Pot bellied forend looks like some Russian sporters, along with the stamped trigger guard.
If it is Russian, I can imagine it being made as a work-a-day gun for the Russian wilderness.
Interesting.
 
Got a picture of the barrel and markings on it? it looks European due to the stock but with out some kind of marking hard to say.
