What is the situation if using an Opsol mini-clip to allow loading 1 3/4" shells into a 5 round rated tube as in Mossberg 500 series shotguns?

Mossberg 500 series are pump actions and are not mandated to 5 rounds max in the mag tube, pump actions can be loaded to as many as possible with the exception the 2+1 limit while hunting migratory game birds across Canada or depending on the province you hunt in, while hunting with shot. Iirc Ontario limits shotguns to 2+1 regardless of the ammo your using.

If it’s a tube fed pump and you’re loading mini shells while your are not hunting, you legally can load as many as it holds. If it’s a tube fed semi auto it only has to hold five max of the largest shell it is chambered for. If it’s a 3.5” chambered gun you can load as many as it will hold of a shorter shell, if you aren’t hunting.
 
As long as it’s plugged to 5 of the longest cartridge the gun can chamber, then you’re okay. A magazine extension is just that, an extension. It’s a modification to the existing magazine, because on most shotguns the magazine is not removable. The “happens to fit” is irrelevant because it’s not actually a magazine on its own.

I would bet the farm that is going to change in the upcoming projected banned list
Plugs and rivets will be a thing of the past if they follow NZ
Six total counting the one in the chamber I expect with the factory mag tube as fitted not altered
