Yes, it's clear that you can't hunt certain species with a shotgun. In my understanding, a shotgun is a smoothbore shooting multiple projectiles (shot). The question really is about the classification of the firearm when wearing a scoped and rifled barrel and loaded with a single lead or saboted projectile. If one takes a 12 gauge Remington 870 Express(as an example) wearing a fully rifled deer barrel and loaded with Premier Copper Solid Sabot slugs one can deliver 2 1/2", 5-shot groups at 100 yards if you believe the Remington catalogue. That's a large bore rifle in my estimation and a very effective one up to 100 yards or so.

When all is said and done the classification will probably not depend upon the barrel that it's wearing or the type of projectile, rather upon the receiver and how it is classified by the CFC. A Remington 870 action is always a shotgun; end of story.

It really doesn't matter what we personally consider to be the definition of a shotgun... the legal description in the Regulations is what is important.
In most jurisdictions that have shotgun-only Big Game seasons a shotgun is a shotgun regardless if it can fire a single projectile or uses a rifled barrel or wears a scope.
