This may be a newb question...however its a valid point.
Why can't certain guns shoot some loads and others can. Is it a choke issue or a material issue or both?
Ie. I have a fixed barrel full choke bps and told never to shoot steel shot.

Steel does not compress like lead when going through a full choke. Thus it can bulge the barrel.
Older (really old) barrels may not be able to handle the pressure of modern shells

In your particular case, the full choke constriction is too tight to shoot steel shot. A modified choke will give you a full choke pattern with steel.

Depends, generally small steel patterns tighter. run big steel shot through a tight choke and you'll most likely have blown patterns with lots of flyers, big steel is said to pattern better out of a more open choke.
The best thing to do is pattern your steel and see what you get, some tight extended chokes will hold big steel together, I've learned steel doesn't pattern consistently.
Load A- out of a mod choke in one 870 probably wont do the same out of another 870.
Speed plays a role also, faster loads are harder to get good patterns with, again some extended chokes can give great patterns with fast steel also, 1600-1800 fps.
I'm betting OP will have no problems if he doesn't shoot steel larger than #2 and keep his fps below 1550.
