Shotgun to Muzzleloader conversion???

If you made a steel insert that went into a shotgun that held a primer, powder and the slug, could you legally hunt in a muzzleloading only deer hunt? or would the MNR consider the insert as a hand loaded shell?
 
A steel insert holding a primer, powder and slug would be a cartridge, wouldn't it? I have heard of a breech insert being made which had a nipple for a cap which was struck by the firing pin. The gun was loaded from the muzzle with loose powder, etc. If it was a drop-in, i don't know if the gun would qualify or not.
 
I've been thinking about having a double muzzleloader built similarly - with the inserts permanently in place and regulated. George, owner/gun smith at Ellwood Epps has had similar ideas and we have discussed making one. So far just talking about the project.
