Should my new Tikka T1X chamber look like this?

I can't really see any other signs of use, other than the bore being a bit dirty and the box didn't have all the styrofoam included like I've seen in unboxing videos (only one piece on barrel side, vs 3 pieces that should be there)
The shop I purchased it from said it was new, hopefully they aren't selling me used as new

I believe they are also fired at factory so that could be why the bore is dirty.

It's hard to really know for sure from that picture, but it does look to me that the feed ramp has been machined with a dremel tool -- the line of the outer edge seems awfully uneven -- even the cheapest Norinco rifle I've seen had better ramp machining than that looks like. It also seems that ramp has extended right up to the cut-out for the extractor and actually goes further into the chamber than that. Again, it's hard to say from that one picture. But if this is in fact the case, the chamber wall seems awfully thin at that point. If this is what Tikka is currently putting out for finished rifles, I'm not impressed -- and for what it's worth, I've never seen anything quite like this on older Tikka 595 and 695 rifle's I've owned over the years. I'd like to give them the benefit of the doubt though and suspect that the rifle may have been previously owned and was "fixed" after it was returned by a customer complaining about a feeding issue. Either way, I'd either contact the seller or have a gunsmith take a look and give you a proper opinion.
OP, if it helps, my Tikka T1X has the same chamfer at the bottom of the chamber mouth.
I always thought it was a good idea, as it stops the usually sharp edge from shaving lead off the bullet as it leaves the magazine and feeds into the chamber.
My T1X shoots most brands of 22lr ammo very well, even the cheap stuff, but does have its preferences.
I don't use mine at the range much, mostly on Grouse, bunnies, crows, etc. in the field, so don't play with the expensive match type ammo.

People panic at absolutely nothing these days. Yes, it looks brand new, what you see as unevenness is a bit of lead in added at the factory to facilitate ease of feeding; call it a feed-ramp if that helps understand. a sharp bottom edge on a chamber can damage a bullet or even cause a mis-feed.
Also, people who don't know what they are talking about should shut-the-duck-up, instead of instilling panic, causing a member to go back to a dealer over nothing, and the resulting hard feelings that can damage a member's relationship with their dealer.
I studied your picture after blowing it up.
Then I checked your picture against my rifle.
There is no difference.

I have gone to Cabela's and looked at products where someone else had an issue. Someone at Tikka's Research and Development ios away ahead of most everyone.
I bought my rifle as a gopher gun and tried both CCI SV and Blazer round nose. It is too close to 5-shot one inch groups at 100 yards to call it anything but a "Minute of Gopher Gun"!
Then I checked your picture against my rifle.
