All it takes is a lock. The secure storage and display requirements are well defined.How does a location become generally secure without being actually, physically secured - typically using some of those other things?

are not required by the cfo for the museum to be considered secure and approved. Will they be happy about them and note that in the inspection? Yes. Will an inspection pass without them? Also yes.
My local Legion in Renfrew where my kids' scout troop sometimes has meetings is already above the requirements - steel external doors, alarm, a secure display case and a presence of a senior member when the doors are unlocked... But nothing on display - politics and lack of interest.
I'm not actually disagreeing with your approach - I use the same (by personal appointment and personal vetting) while I could probably have a disply set up at the legion - I do not - I prefer to have my guns under my control all the time (plus having them available for some shooting whenever)
What I am saying though is this: If there is a Legion member who wants to set something up at their Legion and be able to acquire prohibited firearms for that collection - feel free to reach out and I'll help you with the cfo paperwork. I've helped a few people set up business licenses for other use cases and I don't mind sharing my knowledge. Convincing their Legion to do it and whatever bbq fundraisers to fund the setup would be on them though
