Just a question on Sight rails, I'm buying my first precision rifle and I'm trying to decide between a 25 MOA rail and a straight rail. I know that the 25 MOA allows for greater distance, but does it cause problems shooting at shorter ranges, ie am I going to run out of declination when shooting from 100-300 yards?

If you don't need to shoot LR, the easiest and least expensive solution is to use the Burris Sig rings w/inserts. Now you can adj the inserts to shim your scope as much or as little as you want.

Burris work well and can give you 20. if you are only out to 300 then you don't need tilt. What gun is it? 25 would probably be more than you need anyway unless you are past 1000yds.
 
I would suggest if this is your first "precision" rifle, that you not bother with a tapered base at all. Get good shooting at 50 - 100 yards, then move out from there. These shorter distances will allow you to work on technique, as wind and mirage are not as big a factor there as they are at 600. Just because you have the equipment, doesn't mean you have mastered it.

Even a flat scope base will allow you to get to 600M and beyond with the majority of scopes and cartridges out there.

You will need to know your gun, your load and your equipment very well at short ranges, Every round you fire at short range is an investment in skill.
