Yes you can, .22 are not regulated (as they are argueably for a air rifle) and larger calibers are (or were when I left) just another item on your FAC ticket.

Of course if the supressor was an integral part of the firearm you didn't need any specific authorisation.

There was one gunsmith in the UK specalising in .22 rifles with built in suppressors for vermin control near built up areas.

You are quite right, prove a need and pest control is fine, you need access to land and that isnt as easy here as in Canada.
Once you have written permission from a landowner or are one you can ask for a firearms certificate for use off ranges.
Once you have had that named land for 3 years the certificate normally gets the restrictions on which land you can use which weapon removed. This is called an open certificate and is very handy for professional deer managers and pest controllers. Every 5 years at renewal you need letter proving access to land. Simple enough.
Sound moderators are there mainly for efficiency of culling, Health and Safety of shooter and noise pollution grounds.
New moderators can be bought without serial numbers still and added to the cert as no visible number.
I only use one on my rimfire but just about everyone else I know uses them for centre fire!
