Silent Blank Rounds

Does anyone know if these are permitted in Canada and if so who might carry them?

A silent blank round??? Wouldn't that be a dummy???

These provide a similar kickback/ejection as a standard round but no noise.

I would think that the fire arm would need to be modified ( lighter recoil spring) to off set a much lighter cycling charge .and quite possible the barrel will have some kind of baffling to muffle the expanding gases . Dont think it would be lock and load of a live arm .
