Simonov Front Sight Adjustment

A young guy down the road has a Simonov and it is shooting to the left. As there is no provision for moving the back sight how do you adjust the front. The sight post appears to be threaded at the base and looks like it has flats on it for a wrench. Is there a tool for adjustment or am I missing something?
 
I have one of those tool's and it worked great!
WD-40 on the site for a couple day's to let it get in the tight place's then a hammer and punch to loosen it up.
Use the sight tool to adjust accordingly. Use lubricating oil for prolonged storage.
I used CLP on it then cranked it all the way over,CLP again to go all the way to the other side and CLP again to dial it into position.
