Simple question about .223 dies

I have a set of Hornady new dimension dies (2 piece) and am trying to size 223 brass. After making one sample dummy round (no powder, no primer) just bullet and brass, I am finding it extremely difficult to close the bolt on my remmy 700. To fix this I tried to lower the seating die a bit and it did help, my question is, does the seating die resize the shoulder of the cartridge at the end of the seating stroke, or is that a full length resize problem?

Ideally, the case will be fully into the seater with the press ram up into contact with the die.

Put some dry-erase marker on your dummy round bullet and see if it is connecting with the rifling, but sticky bolt closing is generally case dimension issues, if seating the bullet further into the case solved it, well there you go. It is good technique to seat the bullets so they are near, but not into the rifling and each gun is a little different. If using a magazine, you will have to seat the short enough to fit in a mag, but this may not put the bullet very close to the rifling (the big conundrum with using magazines)
 
The seating die should not touch the shoulder at all, if it is adjusted properly. The FL sizing die should bump the shoulder back, and the seating die should seat the bullet. If the seating die is adjusted incorrectly, and it actually moves the shoulder, it often results in the case being belled which causes more issues when trying to chamber a round.
