Simple question for CFC, no straight after 4 different people

Simple question...can I sell the barrel off my AR15 and have it amended to "frame only" on the certificate.
Answer 1....I have no idea, let me transfer you to someone else.
Answer 2....no, you can't sell ANY PARTS off your AR15, the hole thing is prohibited. Let me transfer you to the tech department.
Answer 3....I'm not sure let me ask my supervisor.
Answer 4....you can sell parts, but you will get much more for it from the buyback if it has a barrel (really tried selling me on this part which was odd), but also had no idea about changing the registration to frame only because that's not their department.
So nobody there really has any idea WTF is going on.
 
The OIC says upper is part of the firearm but nothing else. I wouldn't worry about selling the barrel or any other parts off it. Calling the CFC is like going to Sesco - there's a giant sign over the counter that says "OUR STAFF ARE NOT LICENSED ELECTRICIANS". Sounds like they're just making it up on the spot.
 
I just don't want to get into a #### show trying to change it to "frame only" on the certificate. Parts are parts, I know that, just a little concerned with the over reaching law folks, the ones that prohibited dozens of firearms not on the OIC, deciding to make an example out of me for trying to change the registration cert lol. Strange times man...
 
Depends on ones view and action with regards to the buyback. If one put a high end / custom barrel on their AR, I would be betting that the buyback won't take that into consideration. It might notch it up whatever their criteria is, but doubtful that if one put a $600 barrel on a $1400 rifle would they consider $2000 as the starting point.

However, considering buyback, if one has a $2000 AR and it's submitted without a barrel, then it may be valued as stripped for $200 as a starting point.

Now to answer the question poised, as already suggested: Only the receivers are listed, parts are not. I would be stripping and having the registration changed to frame only. If it's for the purpose of selling off the parts, I would suggest considering some sort of CYA.

That said, and following my prior message: in the grand scheme of things a barrel is a barrel is a barrel.

It's just a 20" Bushy, heavy profile A2 fixed sight, I can't use it obviously, but someone wants it for an NR piece they have. I'd rather see it get used then get melted. Not hard to replace should the OIC get repealed.
I'll keep inquiring with the CFC tards, maybe tell them I want to disassemble these now "prohibited" rifles for safety reasons or some####.
 
I sold my upper parts before the ban (yes, actually), but called it in to amend the certs post ban. The change was made (a note has been added to my file) , but no new cert will be mailed out. It was painless, and this was Ontario.

You are not the only owner who is concerned. Having said that I will be selling all of my parts and will let the government do what’s it wants with it’s parts when the time comes.
 
The government has no idea how the buyback will work so don't take anything they say as fact.


Point is the cfc got no direction till probably at least may 4th

No new certificate will be mailed out? Any email confirmation, anything at all to confirm they have the correct info?
 
It all depend on who you talks to. First time I tried I was told out right no, because they are prohibited and the registration was revoked, and when I asked about the 30 day notice period they said they were waiting for clarification. Second time went smooth and was able to do it, no new reg cert will be sent but notes where put into the file.

No, they aren't going to make it that easy. I have filed an FOI request after the fact though, it should show the note on my file, and at the very least i will have a copy of the recorded call.
 
The Canada Gazette description of the OIC states uppers and lowers are prohibited.

Considering barrels are not upper receivers then it should be good to pull off the barrel. Simple. It's just another part; like a muzzle device, dust cover, or handguard.

OP: If I were you, I'd remove it, then simply inform them that's what you've done and it's up to them to amend the registration for no barrel. Don't ask - tell.

This^ but don't expect a new cert for it. I understand they aren't going to do anything with cert, because if they revoke or whatever ppl have a section 74 appeal. So they just won't do anything.

we got the same answer but honestly how do you know it was amended in your file for real?
 
I called in, about a week after the IOC, and was also told no new certificates would be sent. Stripped upper and stripped lower is all they’ll get....if and when the time comes.
