While I'm not disagreeing with any of the above posts, the OP wants a rifle for someone else to use. I wouldn't be buying anything premium for solely for someone else to use.

The better choice would be to let them pay for it ( whichever rifle) and hang onto it until they get a valid PAL

Thanks for all the input guys, I really appreciate it. I have decided that I will be pushing people to get there license if the are interested in more than being a tag along for a day or weekend. My time and resources are spread thin enough. I'll help people out but they need to pull there own weight when it comes to personal equipment.
