Welsh? Sounds more like a Scouser to me. The reason it is so quiet is because the rifle is fitted with a suppressor. Not exactly what I would consider a safe practice shooting over the heads of numerous sheep. I suspect if his local firearms enquiry officer gets to see it they may take a dim view. Under UK law you are allowed to "zero" a rifle on apporoved land. If you have an open firearms license you get to decide if the land is safe. However target shooting per se should be done at a recognised and approved target range. It is not something they would enforce unless like this clown you start shooting at targets over the heads of livestock. He better hope his FEO doesn't get to see this is all I can say.
