SKS bolt handle jams with nc star cover/mount

so i replaced my stock russian sks dust cover with a nc star tri mount. After slowly filing the front tabs down, it fit with no apparent issues. bolt would move freely. I mounted my scope and took it to the range.

First shot fired, the bolt handle stayed open and upon inspection it was jammed. with some force i am able to free it. Second round does the same thing. i got it home, filed the tabs a bit more still have the same issue and actually if i #### the bolt by hand with some force it will stick then as well. Has anyone had this issue before? i suspect the machining on the inside is just rubbing against the bolt handle body and maybe i will file that down slightly.

I should add that i am no gunsmith but i am decently handy and have access to whatever tools i need.

As soon as you "filed the tabs a bit more", you ruined it. Throw it out, or weld more material back on and start over.
The whole secret to that tri-mount cover is that super snug fit. I spent hours with a sharpie marker and a jewellers file to get mine just right.
Otherwise, it won't hold zero any better than a hung over morning pee.
Now back to your issue. Look under the cover, just near the back. You'll see where the top rear of your bolt carrier has rubbed against the "ceiling".
Put a stone tip on your dremel and gouge out some clearance. Done.
 
it does fit snug i spent a whole evening fiing it slowly it fits perfect theres no movement whatsoever. I didnt take a grinder to it lol and theres no gouge marks where you said there would be.
