Was this one factory for a lefty, even the gas tube take down lever is on the left side!
Snip, flip, hot glue. I've replaced the original charging handle with a hook style on a D carrier but went RH to keep it out of my ribs when slung. There is a nice flat are on the left side to D&T or weld to. If you weld, make a good fillet and use plenty of heat. Dave McFaul had a VZ LH charging handle break off and bust his eye socket up. I know SKS carriers are different steel and not as hard but still something to consider.

I think that's why NEA carriers with drilled and tapped in place, and then welded. I think the "lightning bolt" ones in the states are just welded, and there's plenty of threads about the same experiences as Dave's.
