Just seen 2 SKS at CT. One was 439 the other 239. Both had wood stocks but the soviet $429 has a way nicer stock. So is that the reason for the $200 difference?

Any chance of a pic? Without some more details it's just speculation at this point. A laminate is worth about $20 more than a hardwood. I'm guessing an aftermarket stock of some sort.
Buy the $169 and Bubba it yourself... that's what I did. I managed to get my tapco on sale for $99 and a mag for $30, got the rifle for $159 door crasher.
The plain BBQ paint units are $198 at my CT. They had the TS stocked ones for $150-$200 more). $429 + taxes is still too steep for me. Plus you lose the bayo (from what I have seen).
