Yes.
Lots of black bears have been taken with a .30/30, which has about 2,000 ft/lb of energy at 100 yards. The 7.62mm x 39 has about 2,300 ft/lb at that distance.
You would not, of course, want to be using FMJ bullets and would have to either buy commercial or load yourself to produce a reliable round for your SKS (wounding a black bear is no time to have feeding problems).

I need a short carbine for black bear. I wonder would an sks be enough umph to do the job up to 100 yards. Any experiences hunting with one.
