What I heard is that somehow the SKS is classified by the authorities as a "hunting rifle" in Canada. Perhaps, because this is the most popular gun for the indigenous people to hunt with.

Yes could also be because it does not have a detachable mag unless you add it.

SKS' are all sold out on Wolverine's site. Likely sold out everywhere else (at least for a reasonable price). Owners will get to have some fun with them until it is added to a future OIC and appears in the Gazette.
