My question is if I have a SKS where the magazine is pinned not the magazine cover as with a franken pin. I've damaged the magazine cover and all I can find for a magazine cover is a pinned version. Can I unpin a franken pinned version seeing as mine is pinned at the magazine itself?

My rifle is pinned at #30, not #34

I would say as long as the rifle has a magazine that is attached to it cannot accept any more than 5 rds you are good.
Some I have seen are pinned under the follower so the outer magazine cover #34 is clean. If you get a pinned magazine, remove the pin, clean and dress it then install on your sks you are legal. My .02

As long as you can't readily undue the pin, block, or restricting device, you're good to go. A weld or rivet is fine, where a screw is not.

Just for the record, and certainly before you drill or weld, You want it to hold 5 1/2 rounds so the bolt can close on the mag with 5 in it. The magazine cannot hold six or more.
