SKS, metal missing in magwell?

Hello, I have a question about my sks, it seems that there is a crescent shaped notch from the upper lip of the mag well. I'm assuming that this is not normal, could this be welded up and ground to match?

You are quite right, that notch is not normal. One could build it up with a TIG welder and grind it to match the rest of the rail. I would be quite curios as to how that happened, looks like it broke out...
 
could they have origonaly pinned the mag at that spot, and with the weld on the soft metal it cracked out ?. just a thought. where is the mag pinned now ?
 
This notch is at the top where the rounds feed, sorry my terminology is lacking. I'll post a couple of picks from the bottom-up. This SKS has a detachable mag but uses a different latch than the D model.

I found out that this was done intentionally during the process of adapting the action to accept AK mags. I also found out that this rifle is actually quite rare, it's a re-stocked SKS MC 5D. It stands for Monte Carlo 5 round Detachable.
