SKS newbie question

I just picked up an SKS from the EE. It is mounted in an ATI Dragunov stock. The original owner tells me he purchased it this way "new" from Williams Arms in Port Perry during the late '90's. It is a Norinco, and I assume that a quantity of rifles sans wood stocks were mated to ATI stocks and sold in this fashion. My question is this: Is a Norinco SKS actually manufactured by Norinco for the purpose of sale to the public, or are they surplus firearms stamped "Norinco" and exported by them? I really don't care one way or the other as this is an inexpensive range toy which I took out for the first time the other day and enjoy immensely. It just is nice to learn and know. It is stamped "SKS 7.62 X 39mm MADE IN N.J. CHINA EXP BY NORINCO GZ". Thanks.
