its the nature of the russian design: no coolant/control rods = run away reaction and inevitable blast. where as the american/europe designed: no coolant = melt down and reaction stall.

You are contradicting yourself. The water which was vaporized *was* the coolant, and there *was* graphite control rods... A core problem was actually high positive void coefficient of soviet RBMK reactor at low power level, and human errors.
